Get currently active spellcheck languages.

Signature:

getSpellcheckLanguages(): null | string[]

Returns: null | string[] — The active spellcheck languages, or null when none are set.

Remarks:

Originally spellcheck languages were stored in app settings, languages are now stored in localStorage.getItem('spellcheck-languages').
